In the past one week, your home County, Kiambu, has been in the news following the deaths of six youthful men in a drinking spree. Sir, as you continue with your ‘charm’ offensive in Kibra, Kakamega, Nyanza, Mombasa and Rift Valley, ‘illicit brews & 2nd generation liquor’ continue to annihilate men in your backyard. Allow me to brief you on the actual #StateOfKiambu County as regards to alcoholism.
When you took over the reign of power two years ago, Kiambu was hopeful that the problem of illicit brews would be put to rest once and for all. Sadly, two years later, our youths continue to die daily, families have broken up, dreams shattered and opportunities lost as alcoholism continue to ‘silently’ but ‘surely’ decimating an entire generation in your backyard. The number of bars and beer outlets has almost doubled in the past two years alone.
Sir, the greatest threat & hindrance to the fight against alcoholism in Kiambu County is non- other than ‘yourself’, yes, ‘your office at the county is to blame’. Your County Commissioner a Esther Maina is the ‘Lord of Impunity’ in the County & is solely responsible for the mass annihilation of our youth.
Mr President, it is in the public domain that this is a multibillion cartel with the ‘Merchants of Death’ getting protection and security briefs from your own officers. Every day, officers collect Ksh 200 from every bar or beer outlet across the County. On average, Kiambu County has over 6,000 bars and beer outlets. This translates to Ksh 1.2million daily, Ksh 36million monthly and Ksh 0.5billion annually. With such kind of monies been pocketed by these officers, how do you expect them to fight or logically end the menace?
The greatest enemy, hindrance and threat to the fight against sell of illicit brews, poisonous 2nd generation liquor and uncontrolled sell of licensed beer and liquor is the County Commissioner herself. She is an accomplice, collaborator, beneficiary and partner in this vicious cartel.
In a nutshell, Esther Maina is the ‘Merchant of Death’ in Kiambu County. With whose authority does a government vehicle in every Sub-County go round collecting the monies? Further, every five months there is an inspection of ‘all’ bars in the county where bar owners part (bribe) the County Liquor Board with Ksh 5,000 or more to have their premises authorized or have their licenses renewed. I.e. 6,000(approximate No. of bars) X 5,000(bribe) X 2(twice a year) = 60,000,000.
Note, the county Commissioner has a permanent representative in the board and provides security to the Board Members during these inspections. Sir, this massive corruption and monies involved has seen an increase in the number of bars across the county double as the greed in your officers is insatiable.
Mr President, early this year, the DO1 Kiambu Sub-County had a personal engagement (Uthoni), a well-known brewer of these killer brews (Crystal World Distillers) was at hand and donated two vehicles to ferry people during this event. Besides, your senior officers are seen vising the most dangerous brewer in Ndumberi where they are normally invited for lunch or goat eating. The said brewer is so strong such that she can even blackmail journalists or anyone who comes ‘her’ way.
He is the same officer who used his ‘influence’ as the DO1 to have his daughter employed by Kiambu County Government as a Ward Administrator, this is nepotism of the highest order, and there is no doubt your officers’ works in cohort with County officials to advance their personal interest. Still under Esther Maina’s watch, residents of Tinganga village arrested a known bangi seller with 5rolls of the same a couple of weeks ago. With the help of administration police from the area, the culprit was booked at Kiambu Police Station and the rolls of bangi submitted at the station as evidence.
This was one of the most successful civilian arrests of the recent times. The most frustrating thing is that the OCS Kiambu released the culprit without taking him to court. The trafficker is said to have bribed with Ksh 20,000 to earn his freedom and continue peddling drugs and bangi. It took the threat of a demonstration from the villagers to have him rearrested by the OCPD, but no action was taken against the OCS to date. The communities felt insulted by the action of the OCS and are willing to go to any length to see both the trafficker and OCS face the full wrath of the law.
Mr President, in yet another sub-county, a brewer and vendor of these poisons gets even an armed escort by police while leaving his premises. He is a ruthless and dangerous peddler and only mentioned in whispers. He is believed to enjoy immunity from the administration due to his remittances in form of bribes and favours to your officers. You will always see him in the company of police officers who literally worship him. In return, his bars mainly selling chang’aa, 2nd generation liquor and traditional brews never observe time and they operate throughout the day including very odd hours.
Besides, Esther Maina has allowed some Chiefs and Police Officers to own, run and operate beer outlets across the county. Members of the Kiambu County Liquor Board that she still sits in or has a permanent representative have shamelessly opened bars across the county. Just who is supposed to check this conflict of interest? The team tasked to eradicate illicit brews, regulate and licensed sale of liquor is its own greatest threat and enemy to its own cause or duty.
Mr President, don’t be deceived, the war on these brews in Kiambu County can be won. However, it will call for you to sack, transfer or suspend senior officers lead by Esther Maina & Co. Your intelligence officers on the ground too are wanting. Why has it taken them so long to brief you on the state of Kiambu County as regards to alcoholism? Could be they are equally compromised and have a share in the blood money? They have facts, and know how this multi-billion cartel operates but they will never inform your government rather they choose to remain mum and in return end up as collaborators. The County Government lead by Mr. Kabogo is another tragedy, the Liquor Board should be disbanded with immediate effect and a proper effective team put in place.
